Over 99% of all California homebuyers receive a Title Insurance Policy. During the purchase process (known as "escrow") a title insurance company researches the history of a property. A document known as a "Preliminary Title Report" is issued. The "prelim" notes the correct legal description, ownership status, easements, taxes and liens which follow a property.
In order to create "marketable" tile for a homebuyer title companies ensure that all unpaid taxes, liens and judgments are completely satisfied prior to the transfer of ownership. After the close of "escrow" the title company mails the new homeowner their title insurance policy. A title insurance policy covers the insured for the duration of their term of ownership. When refinancing an existing loan or borrowing in any way from any institutional lender a title insurance policy and escrow will be required.
